Abstract
In this article democratic and scientific qualifications of the decisions of Turkish national education organization (şûra) are discussed. In our educational history, şûra is one of the most important organizations to make educational policies. On the other hand, the process of making decisions is especially evaluated from democratic and scientific points of view. So, in this article the process of decision-making, as well as organizational and administrative problems are examined in terms of the opinions of members who participated in the fifteenth şûra in 1996. According to the findings of research, the democratic and scientific qualifications of şûra decisions were found to be inadequate.
